The discount pricing is made possible via buying bulk. Typically, what a blind network buys is remnant inventory mixed with campaign optimization and ad targeting technology. They offer publishers compensation via arbitrage.
Finally comes the Targeted Network or "next generation" or "2.0" ad network. The targeted network focuses on specific targeting technologies to build lists of targeted traffic via consumer click stream data. This directs them in choosing the advertising inventory they buy.
